Founded in late 2016, Civic Ledger is a multi-award-winning Australian technology company promoting transparency and compliance by integrating auditability, automation, and granular data on the public ledger. Our next-generation products and solutions cater to the growing convergence of the physical and digital worlds, prioritising accountability, transparency and equity including civic entitlements, registries, peer-to-peer marketplaces and exchanges.  The common theme that links our development process is data governance – how to enable better use of data to deliver an improved digital experience to our customers that are more efficient, secure and trusted.

As recognised Fellows of Blockchain Australia, we proudly contribute to the responsible adoption of blockchain technologies in Australia and globally. Civic Ledger is an active member of esteemed industry associations, including Blockchain Australia, FinTech Australia, Australian Water Partnership and Australian Agritech Association.

In 2021, we were invited to join the World Economic Forum's Technology Pioneers Cohort, acknowledged for our innovation, impact, and leadership and in 2022, were invited to join the Taskforce on Nature Markets. Furthermore, in both 2022 and 2023, we won the Excellence in Blockchain / DLT award at the Fintech Australia "Finnies” Awards.

Our Experience

Our team consists of energetic, experienced experts in the public sector, software engineering, business leadership, and financial technology.

Our CEO and Co-Founder, Katrina Donaghy, has 20+ years working in both State and Local Governments, as well as the water utility sector in the areas of policy, revenue diversification and strategy. She was the founding organiser of the Brisbane Women in Blockchain Meetup, a former Industry Mentor at RMIT Online, Australia’s top provider of university online educational courses in blockchain technology, and currently serves as a Director on the Blockchain Australia Board.

Dr Fraser MacLeod, Chief Product Officer, brings 20+ years of experience in water, sustainability, and natural resources policy, management and practice and has been instrumental in Water Ledger’s solution design architecture informed by his leadership in the technical development of the Murray-Darling Basin Plan. Fraser is a former Executive Director of the World Water Council. He has received his PhD in information technology.

Our in-house development team consist of senior software engineering, full-stack development, web development and research capabilities. All have extensive experience with multiple distributed ledger networks in addition to tokenisation, smart contracts, and distributed data storage systems.

How We Work

Civic Ledger adopts a partnership approach with our customers to co-create digital solutions to solve traditional business problems and to guide them incrementally through their blockchain, smart contract and emerging technology journey.

It is from our experience that we maintain that the best way to develop solutions to problems where emerging technology has advantages, is to use it in practice. By encouraging our customers not to get caught up in the immaturity of the technology, we have found that it is through experimentation which will likely lead to the discovery of new opportunities to design new business models and form alliances across industries, government and other jurisdictions.

As blockchain is a governance technology, we optimise its value proposition of immutability, encryption, tokenisation, distribution and decentralisation to deliver digital exchange platforms which provide single-truth data marketplaces for government, civil society and business to co-create economies of the future.
